Early Head Start Infant/Toddler Teacher

Serves as a lead teacher (aka caregiver) in a classroom of Early Head Start infants and toddlers, planning, implementing, and supervising center-based activities.  May be reassigned to various classrooms/centers as deemed necessary for program operations. 


  • Excellent oral and written communication skills
  • Ability to organize, coordinate and direct projects
  • Proficiency in Microsoft Office – Word, Excel, Outlook

Minimum Child Development Associate (CDA) with infant/toddler endorsement or have equivalent coursework in age appropriate early childhood and child development to a level that meets or exceeds the CDA credential.

Family Resource Center Director

Reports to:                Chief Operating Officer

Job Purpose:             To manage all aspects of the Family Resource Center (FRC) programming, personnel, case and grant management

Hours:                         Full-time

Essential Functions and Basic Duties:

General Management

  • Oversees and administers the FRC grant on a day-to-day basis
  • Ensures administration of performance standards and procedures related to personnel and programs, including staff development, budget, and physical facility
  • Develops and maintains FRC Operations Manual including policies and procedures for program design and management focusing on a family-centered approach consistent with the goals and objectives of the program
  • Ensures compliance with state contractor performance standards
  • Supervises and participates in quality assurance programs to ensure quality of services and maintenance of standards of performance to include regular program evaluation and related surveys, maintaining statistical records and documentation
  • Sets priorities and provides leadership for program implementation
  • Develops and maintains program budgets in a timely manner based on the DCFS system.
  • Hires, trains, and provides supervision for employees of the FRC
  • Ensures FRC case management meet standards and procedure criteria set by FRC Core members
  • Engages in recruitment activity to maintain enrollments in program and classes
  • Coordinates the efforts of the involved agencies to implement support services for children and their families as part of case management
  • Reviews and approves all personnel actions, purchase orders and time records assuring accuracy and completeness
  • Facilitates a team approach to management ensuring a favorable work climate and timely completion of all requirements
  • Ensures timely preparation and submission of accurate reports
  • Ensures daily budget oversight
  • Maintains and oversees an internal accounting system to ensure accountability for program income, supplies, expenditures, inventory control and risk management
  • Reports regularly to manager on budget and program status

Case Management

  • Works with Data Manager to report referrals, terminations and case closure with DCFS and serve as primary contact for DCFS
  • Works with Intake Coordinator to coordinate and assist with referrals and intakes
  • Monitors all case management and assessment procedures for fidelity and effectiveness
  • Ensures legal and ethical standards are maintained to safeguard the privacy, rights, and dignity of individuals and families served by the center
  • Assists in developing additional community resources to help assure the growth and development of children
  • Conducts visit coaching as requested by DCFS
  • Conducts home visits as needed
  • Coordinates parent and child observation schedules with DCFS
  • Provides the following services to the family: needs/strengths assessment, plan development, linkages and consultation, assistance in accessing services, crisis assistance planning, periodic review of needs and progress as needed

Teaching and Program Management

  • Implements all day and evening parenting programs/activities provided by the Family Resource Center; teaching classes as necessary
  • Monitors all parenting programs/activities for effectiveness and efficiency
  • Revises parenting programs/activities based on the degree to which identified needs are being met
Relationship Management and Fund Development
  • Represents the FRC at meetings, conventions, conferences, and court hearings as appropriate
  • Attends/Participates in quarterly FRC Network meeting
  • Supervises outreach activities within the community
  • Provides support and organizational management for the multi-agency staff utilizing the FRC.
  • Seeks additional funds/materials through grants and/or gifts
  • Participates in necessary and mandatory trainings, and in district, regional, and state meetings
  • Works with Executive Director to submit all paperwork, state reports, and assist in program evaluation and grant writing
  • Other duties as assigned

Education and Experience: The Program Director must possess a Master’s degree in Social Work or a related field (Social Sciences, Early Childhood Development, Public Administration, Human Services, Counseling, Education) with 2 years experience working with children and families.  The Program Director should possess licensure as an LCSW, LPC, or LMFT or be working towards licensure.
